A railway crossing sign?

A railroad sign is what I thought of too. But I love the windmill idea. lol.
I dunno. It does remind me of both a RR crossing sign and the top of a windmill, but I don't think it's either.
for a while I thought it was a windmill, but now I think it might be some sort of railway sign.
